California Official Details Proposed Health Care Cuts In Schwarzenegger's Budget Plan
California Department of Finance Chief Deputy Director Ana Matosantos on Tuesday discussed Gov. Arnold Schwarzenegger"s (R) plans to address the state budget deficit in part by cutting Medi-Cal spending and eliminating Healthy Families, the Sacramento Bee reports. Medi-Cal is California"s Medicaid program, and Healthy Families is the state"s version of CHIP. Matosantos spoke at a Joint Legislative Budget Committee hearing (Yamamura, Sacramento Bee, 5/27).The suggested cuts to health care programs are part of the governor"s proposal to address the state"s projected $24.3 billion budget deficit for fiscal year 2009-2010 (Wiegand, Sacramento Bee, 5/23). Schwarzenegger last week outlined two budget proposals to address the state"s budget problems. One of the proposals addressed the situation if California voters approved a set of special ballot measures intended to provide funds for FY 2009-2010 (Kaiser Daily Health Policy Report, 5/18). However, voters last week rejected five of the six measures on the May 19 statewide ballot, including three propositions that would have let the state use special accounts for mental health services and early childhood education (Yi/Buchanan, San Francisco Chronicle, 5/20). The state would have faced a $15.4 billion budget deficit if voters had approved the measures (Ellis/Schultz, Fresno Bee, 5/20). Schwarzenegger and legislative leaders were scheduled to begin closed door budget negotiations on Tuesday, and a small group of state senators and Assembly members will hold a series of public sessions on the budget on Wednesday (Bailey, Los Angeles Times, 5/20). Democrats scheduled a press conference for Tuesday to announce their timeline for passing a budget, and Republicans also are set to release their plans for advancing a budget agreement.The San Francisco Chronicle reports that California will not have sufficient cash on hand to make some payments by late summer if a budget agreement is not reached quickly (Wildermuth, San Francisco Chronicle, 5/20).

New York Times Editorial Lauds Appointment Of White House Adviser On Violence Against Women
"Domestic violence is a serious law enforcement and public health problem affecting as many as one in four women in this country," but "Washington has devoted too little attention to reducing domestic violence and sexual assaults generally," a New York Times editorial states. The editorial continues, "We welcome President Obama"s decision to create a new post, White House adviser on violence against women, and his appointment" of former National Network To End Domestic Violence Executive Director Lynn Rosenthal, "a seasoned advocate for victims to fill it." According to the editorial, Rosenthal will report to Obama and Vice President Joe Biden, "whose keen interest in the issue dates from his days in the Senate and his key role in enacting the 1994 Violence Against Women Act." The "challenge" facing Rosenthal and the Obama administration "will be to improve the carrying out of existing laws intended to protect women, starting with better coordination of the activities of all the government bureaucracies involved," including the Department of Justice, HHS and the Department of Housing and Urban Development, the editorial states. It notes that a national survey of domestic violence shelters released in May found "a significant increase in the number of women seeking assistance since last fall, a rise largely attributable to the stresses of the economic crisis and rising unemployment." The editorial recommends that states create more emergency shelters, establish more transitional housing for "people fleeing violent situations" and "do more to help these victims rebuild their lives." Rosenthal "will need to tackle bureaucratic and legal hurdles and find more money to help states, localities and charitable groups address those needs," the editorial states. In addition, Rosenthal must "help end the scandal of the thousands of rape kits sitting untested in crime labs and police storage facilities across the country, allowing countless criminals to escape punishment." The editorial concludes, "All of this will require strong and creative leadership" from Rosenthal, Biden and Obama (New York Times, 7/1).

Media Looks At County-Level HIV, AIDS Map Data

Major population centers such as those in New York and California have the highest numbers of HIV cases, however, many of the areas that have the highest rates of people with HIV are in the South, according to data from an online mapping tool launched by the National Minority Quality Forum yesterday, the AP/Minneapolis Star Tribune reports. The map, which is the first tool of its kind to look at HIV and AIDS cases on a county level, is based on 2006 data collected from states and cross-checked with CDC data. According to the mapping tool, of the 48 counties with the highest HIV prevalence rates, 25 are in Georgia. In addition, Florida, Georgia, South Carolina and Virginia have the highest prevalence rates for HIV cases that have progressed to AIDS (Stobbe, AP/Minneapolis Star Tribune, 6/22). In Virginia, Richmond, Petersburg and Norfolk were among the nation"s urban areas hardest hit by HIV/AIDS (Smith, Richmond Times-Dispatch, 6/23). Three metro counties in Kansas City, Mo., have HIV and AIDS rates that are higher than about 80 percent of counties nationwide, according to the data, NBC Action News reports (Ptacek, NBC Action News, 6/22).
